Uninstalling Norton product from Windows XP

I can't uninstall Norton Internet Security from Windows XP. I click on remove, and it scans for settings and tells me that I need to close the Web browser and try again. I don't have the web browser open. I have been searching for an answer for 2 days now and can't get anywhere. Anyone know?
Symantec Norton troubles
First of all, congrats for wanting to uninstall the Norton stuff. The experts have been recommending against all Symantec/Norton security products for years, because of several severe problems, such as damaging interference with Windows networking settings that sometimes stay in place even after the Norton software is uninstalled, and also because of the inability to uninstall itself at all, which you are now experiencing.
Symantec has at least recognized these problems and provides a special uninstalling and cleaning tool, the Norton Removal Tool, but they hide it so well that hardly anybody can find it without this additional information.
