Whenever I try to apply a change in the System Configuration Utility "Startup Tab"; receiving Access Denied

Running Windows XP Home Edition SP2. I reinstalled my entire system to the way I bought it because of other issues I encountered. So I new that I would have to apply all of the Window updates/Hot Fixes/security updates to be compliant. Which I did. Then I noticed that whenever I try to apply a change in the System Configuration Utility "Startup Tab"; I started receiving the following popup box:

System Configuration
An access denied error was returned while attempting to change a service. you may need to log on using an administrator account to make the specified changes.

This occurred after one of the Window Updates. I cannot pin down which update caused this. Is there a way to correct this annoying issue!

Log on using an administrator account.

If that doesn't solve the problem or if you were already logged on with administrator rights, the next question is whether you have HP equipment and HP drivers installed. HP software is notorious for things like this.

Another question: Do you have Zone Alarm installed?

This is occuring on both of my computers (SONY VAIO & DELL). No I do not use Zone Alarm. I have Mcafee's Security Center and I also use Microsoft's Firewall along with SpyBot. Like I said, this occured after installing Windows Updates. I just can't pin down which update caused this.

I can't find out what causes this. Since you didn't answer my question regarding HP hardware, I take it that you don't have any HP printer or other HP device connected.

McAfee is another suspect. Since McAfee's products are about the lowest quality on the market, my personal recommendation would be to uninstall the whole thing (and never install it again). Check if that solves the problem. The built-in firewall and SpyBot should be enough to protect you for now, provided it is enabled. Disconnect the Internet connection while switching from one firewall to the other and reconnect only when the firewall is active and working. As a virus checker you can install the free AVG from http://free.grisoft.com/, and there are some other free and good virus checkers as well, if you have some other preference or recommendation.

If that also doesn't solve the problem, I would try to use System Restore to go back to a point in time before the problem first appeared. If this works, you could install the subsequent patches one by one and test after each installation to find out which one triggered the problem. But this is not quite satisfying, because it doesn't show you the real cause, which is probably some third-party software.
