Win10 snippingtool is not snip-ready like Win7's was

I read in a 2015 post that someone was using Win7's Snippingtool in Win10, but when I tried that in my Win10 Build 10586.494, I did NOT get a capture-cursor as I did in Win7 - not even when I ran it in compatibility mode for Win7. I have looked at alternatives on offer - they may well be wonderful programs and offer loads of options, but do NOT resolve my issue : the snip-readiness that Win7's snipping tool had which is missing in Win10. I think it should be fruitful to focus on the 'running in compatibility mode', and would be happy to receive any available help there. Or any other solution.

Someone kindly provided me with code for employing PowerShell to make Win10's Snippingtool open with NEW already clicked by default.
