Shutting down

I have windows xp home. When I shut it down the computer says "saving your settings" and then "windows is shutting down" but it doesn't. It just stays on that page. The only way I can then shut it down is by pressing the start button for several seconds. I believe that this is not good for the machine. Can anyone help?

i am also suffering frrom this problem, but especially when i use NET . Please, come forward all members on this issue .
How old is the computer?
As I already mentioned, I no longer see this problem much, but remember that it was frequent a couple of years ago.
What is the date of the BIOS?
Nothing to worry
If you shut down Windows completely, pressing the power button is harmless. It is just inconvenient.
You can also change the BIOS settings such that the machine switches off immediately, rather than after 4 seconds of keeping the button pressed.
What kind of hardware is that? I haven't seen this defect in many years.

For hardware I presume you are referring to the computer. Dell Dimension 5150.
A case for Dell's service
Dell is said to have good service. Since it is quite possibly a hardware defect, they should be able to repair it.
Before doing that, you could try to put the latest BIOS on the computer, which you can download from Dell's web site.
