Win XP Home install issues

We are re-installing Windows XP to a new hard drive since the old hard drive crashed. Xp starts to load but then it just keeps looping instead of reinstalling XP. My boyfriend is really good with computers and he is stumped. We called Microsoft and they told us to follow the installation instructions on their site, so they were no help. We have called the IT people from a couple colleges as well as friends and no one has ever encountered this problem. Any solutions or suggestions?

What does it show on screen? How long does one loop last?

Does it keep booting from the CD or DVD? The first reboot after the initial driver and file loading should be from the hard disk. You could try to pull the DVD when the computer begins to reboot. You could also try to change the boot priorities in the BIOS, such that it tries to boot from the hard disk first, then from the CD/DVD.

We tried to change the boot priorities but none of the F keys will work so we can't enter the boot sequence area or anything else. No error messages are showing up on the screen. I just told them to try removing the CD from the drive while it boots to see what happens.

Are you saying that you cannot enter any BIOS settings?

Apart from that I'll keep waiting for the answers to the above questions.
